TRB Approves Toll Adjustment for NLEX Effective March 2025


The Toll Regulatory Board (TRB) has authorized NLEX Corporation to implement a toll adjustment, increasing rates by ₱5.00 in the open system and ₱0.72 per kilometer in the closed system starting March 2, 2025.

This adjustment follows regulatory procedures and a thorough review process. It represents a consolidated amount, comprising the first tranche of the approved periodic toll adjustments due in 2023 and the add-on toll for the ₱7.7-billion Candaba 3rd Viaduct, completed in 2024. The 2023 adjustment was previously deferred and divided into two phases to minimize the impact on motorists.

Enhanced Connectivity with the Candaba 3rd Viaduct

Since its partial opening in August 2024 and full completion in December 2024, the Candaba 3rd Viaduct has provided motorists with a safer and more efficient travel experience—without additional toll fees. This critical infrastructure serves as a vital link between Metro Manila, Central, and Northern Luzon, easing congestion and supporting economic growth in tourism, trade, and commerce.

New Toll Rates

Under the updated toll fee matrix:

  • Motorists traveling within the open system will see the following increases:
    • Class 1 vehicles (cars and SUVs): ₱5
    • Class 2 vehicles (buses and small trucks): ₱13
    • Class 3 vehicles (large trucks and trailers): ₱15

The open system covers Metro Manila (Navotas, Valenzuela, Caloocan) to Marilao, Bulacan. Meanwhile, the closed system spans Bocaue, Bulacan, to Sta. Ines, Mabalacat City, Pampanga, as well as Subic-Tipo.

For those traveling the full length of NLEX (Metro Manila to Mabalacat City), the adjustments are as follows:

  • Class 1: Additional ₱57
  • Class 2: Additional ₱142
  • Class 3: Additional ₱171

Ongoing and Upcoming Infrastructure Projects

From 2021 to 2024, NLEX Corporation has undertaken numerous enhancements to improve safety, mobility, and travel convenience. Key projects include:

  • Road raising in the San Simon area
  • Expansion of Meycauayan Northbound Exit and construction of F. Raymundo Northbound Exit (Brgy. Pandayan, Meycauayan)
  • Revitalization of Balintawak Cloverleaf
  • Upgrades in roadway lighting, signage, and bridge maintenance
  • System and equipment enhancements at toll plazas for a smoother experience

To further ease congestion, two major projects will commence this year:

  1. NLEX-C5 Northlink (Phase 1) – A two-kilometer expressway connecting NLEX Mindanao Toll Plaza to Quirino Highway, Novaliches. This aims to alleviate severe traffic congestion along Mindanao Avenue.
  2. NLEX San Fernando to SCTEX Spur Expansion – Widening the expressway from two to three lanes per direction, enhancing capacity and ensuring smoother travel. The project also includes roadway lighting from San Fernando to Sta. Ines for improved safety, and the Mexico Interchange will be reconfigured into a full diamond interchange to accommodate increased traffic volume.
