ABMAP Stands Firm: Jeepney Modernization is the Path Forward


The future of Philippine public transportation hangs in the balance, and the Automotive Body Manufacturing Association of the Philippines (ABMAP) is making its stance clear—jeepney modernization must continue. Amid growing calls to suspend the Public Utility Vehicle Modernization Program (PUVMP), ABMAP’s Executive Director Edgar Manuel is pushing back, emphasizing that modernization is not just an upgrade—it’s a necessity.

“The PUVMP isn’t just another government initiative—it’s about making our roads safer, our transportation system more efficient, and our air cleaner,” said Manuel. “We cannot afford to delay progress any longer. Every day we stall modernization, millions of Filipinos remain at risk due to outdated and unsafe vehicles.”

Manuel acknowledged the concerns of small operators, particularly around financing and vehicle choices, but insisted that these issues should be addressed through dialogue, not by halting the program.

“We hear you. We understand that transitioning to modern jeepneys is a challenge,” he said. “But the answer isn’t to stop moving forward—it’s to refine the program, expand financing options, and ensure that no operator is left behind.”

He also stressed that the old jeepney fleet is not just outdated but a major contributor to road safety risks and environmental pollution. “Modern jeepneys are built to global standards—offering better safety, fuel efficiency, and eco-friendly technology. This is about ensuring a better transport future for everyone.”

On financing concerns, Manuel assured that solutions are in place. “The government and private sector are working together to make financing more accessible. We are open to further adjustments to make the transition easier,” he affirmed.

His message to the public and stakeholders was clear: modernization is about progress. “We have to think long-term. The PUVMP is an investment in a better, safer, and more sustainable public transport system. Let’s not let short-term obstacles derail a program that will benefit generations to come.”

ABMAP continues to stand by the modernization program and calls on all parties to collaborate in shaping a better transportation future. “This isn’t just an option—it’s a responsibility. Let’s work together to make it happen,” Manuel concluded.
