ACMobility and INEC Launch Ilocos Norte’s First EV Charging Station

ACMobility, a leading provider of electric vehicle (EV) charging solutions and infrastructure in the Philippines, has inaugurated its northernmost EV charging station in Pagudpud, Ilocos Norte. Developed in partnership with Ilocos Norte Electric Cooperative Inc. (INEC), the initiative marks ACMobility’s first collaboration with a power distribution utility (DU), paving the way for broader public-private efforts to support the country’s transition to electric mobility.

Strategically Built in a Historic Location

The charging station is located at the Agua Grande Mini Hydro Power Plant in Barangay Panziann and is the first of its kind in Ilocos Norte. Equipped with one DC fast charger offering two charge points, the facility serves local residents, travelers, and tourists.

Energy for the station is supplied by Masinloc Power Partners Co. Ltd. (MPPCL) and GNPower Dinginin Ltd. Co. (GNPD), ensuring stable and reliable service. Its operation is further supported by INEC, whose capabilities as a DU underscore the critical role electric cooperatives can play in advancing high-capacity EV infrastructure in regional areas. With their local reach and technical capacity, DUs are well-positioned to host and operate DC fast chargers nationwide—setting a precedent for similar initiatives across the country.

A Step Toward Sustainable Regional Development

The ceremonial ribbon-cutting was attended by Ilocos Norte Governor Matthew Marcos Manotoc, Pagudpud Mayor Rafael Ralph L. Benemerito II, INEC General Manager Perry Martinez, and other key officials. Governor Manotoc expressed full support for the project, highlighting the province’s commitment to renewable energy and sustainable transport. He emphasized how such innovations can enhance both the quality of life for Ilocanos and the experience of visitors to the region.

Ilocos Norte, known for its scenic coastlines and cultural sites, stands to benefit from an EV-ready infrastructure network that supports green tourism and regional mobility. The INEC station enables seamless travel to and from remote northern destinations, contributing to the province’s broader development goals.

Expanding the Philippine EV Spine Network

The launch of the Pagudpud station forms part of ACMobility’s larger infrastructure roadmap—the Philippine EV Spine Network. This growing system of EV charging stations spans Luzon, Visayas, and Mindanao, designed to facilitate long-distance EV travel and reduce range anxiety among motorists.

As of May 2025, ACMobility operates 226 charge points in 96 locations nationwide, with more than 10 additional sites slated to go live by the end of the month. The company remains on course to meet its target of over 700 charge points across the country by year-end.

Complementing this network is the Evro mobile platform, which allows users to locate charging stations, initiate and monitor charging sessions, and process payments through a single app. Evro also offers membership plans with up to 20% savings, making EV ownership and travel more accessible and economical for Filipino motorists.
