Xpress has extended its reach to Central Luzon with the rollout of its 4-wheel ride-hailing service in Pampanga. The move is designed to provide a smarter, more inclusive transport option for commuters across Region III, with Clark and Angeles City at the forefront.
A Filipino-owned super app, Xpress delivers convenient ride-hailing through motorcycles, sedans, and SUVs. Backed by Cebuana Lhuillier, a leading non-bank financial service provider, the platform champions sustainable mobility while driving regional inclusion and empowering local communities.
The Pampanga launch brought together key officials such as Gen. Richard Albano of the LTFRB Region III, Gen. Lina Sarmiento of the Clark Development Corporation, and Dante Basanta of Clark International Airport. They highlighted Xpress’ role in modernizing regional transport, enhancing accessibility, and creating livelihood opportunities for drivers.

“This marks a significant shift in how we move people in and around Pampanga. Xpress introduces a model of public-private partnership that addresses both accessibility and safety in local transportation,” said Gen. Albano.
Roberto Belda, Head of Expansion at Xpress, added, “Our vision is not just to move people. We’re here to uplift communities, create jobs, and bring world-class Filipino service to every region.”
With the Pampanga launch, Kapampangans can now access features such as Scan and Ride QR onboarding, advanced booking, and recurring rides for regular commuters. The platform also stands out for its transparent pricing—free of surge rates—making fares both predictable and affordable while opening fairer earning opportunities for drivers.

Looking beyond immediate transport needs, Xpress is laying the groundwork for sustainable mobility in the region. Through partnerships with ACMobility and BYD Cars Philippines, it aims to make Pampanga an early hub for electric vehicle adoption in the country, with a full shift to 100% EV operations targeted by 2030. In parallel, the company is working with local government units and Clark International Airport to align with Central Luzon’s broader development and tourism goals.
This expansion strategy reflects Xpress’ proven model in Boracay, where it successfully partnered with LGUs and the Boracay Land Transport Multi-Purpose Cooperative (BLTMPC) to introduce an inclusive ride-hailing system on the island. The twin rollouts in Boracay and Pampanga now form the template for bringing Xpress’ services to more communities nationwide.
