Metro Manila motorists will soon have improved expressway access as NLEX Corporation officially begins construction of the NLEX-C5 Northlink Section 1A project. This development is part of the 11.3-kilometer NLEX-C5 Northlink, which will connect Mindanao Avenue to C5/C.P. Garcia, near Katipunan Avenue.
MPTC President and CEO Jose Ma. Lim, NLEX OIC and Chief Finance Officer Maria Theresa Wells, Valenzuela City Mayor Wes Gatchalian, and Quezon City Mayor Joy Belmonte, along with officials from the Department of Transportation-Toll Regulatory Board (DOTr-TRB), Department of Public Works and Highways (DPWH), and the Department of Human Settlements and Urban Development-National Housing Authority (DHSUD-NHA), led the groundbreaking ceremony for the initial two-kilometer segment of the project.
This section will extend NLEX from the Mindanao Toll Plaza to Quirino Highway through an elevated, all-weather expressway open to all vehicle types 24/7. It will provide a seamless route for motorists traveling to and from Novaliches in Quezon City.
“We are excited about this project as it aligns with our goal of easing traffic congestion on local roads. At MPTC, we believe that better mobility fosters economic opportunities, job creation, and business growth,” said MPTC President and CEO Jose Ma. Lim.
He added that opting for an elevated expressway was a strategic decision to minimize construction-related disruptions to local communities.
Once completed, the NLEX-C5 Northlink will significantly enhance connectivity across Metro Manila’s western, eastern, northern, and southern areas. It is expected to reduce travel time and ease congestion on major thoroughfares such as EDSA, Commonwealth Avenue, Quirino Highway, and Mindanao Avenue, making commutes and logistics more efficient.
The project is a key component of NLEX’s expansion plans, enhancing access between NLEX, Valenzuela City, and Quezon City. It is anticipated to spur business activity, generate employment, and contribute to the region’s economic growth.
“Our target is to complete this two-kilometer segment within 12 months. Throughout construction, we will coordinate closely with stakeholders to minimize disruptions. Rest assured, MPTC and NLEX remain committed to delivering high-quality infrastructure that prioritizes safety, efficiency, and sustainability,” Lim added.

As a major public-private partnership, this project supports the government’s Build Better More program, reinforcing efforts to promote economic development, regional connectivity, and an improved quality of life for motorists and local communities.
