NLEX Corporation launches Skills Enhancement Training for Barangay Police and Officials

NLEX Corporation, in collaboration with the Philippine National Police Region 3 and the Juvenile Justice and Welfare Council (JJWC), has launched a skills enhancement training program designed to equip barangay police and officials with the knowledge and skills necessary to maintain peace and order in their respective areas.

“The Barangay Security Watch is NLEX’s latest initiative under our Mission Road Safety program,” said J. Luigi L. Bautista, President and General Manager of NLEX Corporation. “This program aims to address juvenile delinquency and maintain peace and order in areas traversed by our expressway. Through this program, we also aim to reduce expressway and other community-related concerns that affect the safety of both our motorists and the residents in our host communities.”

Forty representatives from local government units (LGUs) and barangay leaders from Mabalacat, Floridablanca, Dinalupihan, and Hermosa attended the assembly at PNP Region 3 Camp Olivas in San Fernando, Pampanga. The event covered road safety issues, including the causes of stoning incidents, and action plans to mitigate these occurrences, developed with the assistance of the JJWC.

Esmeralda H. Distor, Officer-in-Charge for Policy Research and Development Division at JJWC, praised NLEX’s commitment to community safety and addressing juvenile delinquency. “NLEX has demonstrated genuine concern for people, especially the youth, by implementing programs aimed at improving their well-being,” she said.

Eighty barangay police officers also received training on various topics, including the legal implications of stoning and other offenses, self-defense, arresting and handcuffing techniques, citizen’s arrest and warrantless arrest, handling children at risk (CAR) and children in conflict with the law (CICL), barangay intelligence network, and proper filing of blotter reports.

PCOL Marites A. Salvadora, Chief of the Regional Community Affairs and Development Division, commended the participants for their eagerness to enhance security in their communities. “This free training for our community leaders and policy enforcers, supported by NLEX, gives us confidence that we will soon resolve security and community-related concerns,” she said.

SK Chairman Baron Castro of Brgy. San Ramon, Floridablanca, Pampanga, expressed gratitude for the program, highlighting the importance of the Anti-stoning Ordinance. “Thank you for educating us on the significance of the Anti-stoning Ordinance and its possible implications if not enforced. We will strive to prevent such incidents in our barangay and continue to cooperate with NLEX-SCTEX to improve our community,” he said.

NLEX remains dedicated to promoting road safety awareness through its Mission Road Safety Program. In addition to Barangay Security Watch, the company conducts seminars for transport organizations through its Usapang Driver program and holds Kaligtasan Sa Daan (KalSaDa) sessions in NLEX-SCTEX-NLEX Connector host communities. The NLEX Road Traffic Safety Hub and Park in Mabalacat, Pampanga, and the newly released ‘Ang Bida ng Kalsada’ picture book further strengthen the company’s road safety advocacy.
