DOTr Chief Vince Dizon Proposes Immediate Improvements to EDSA Busway


Transportation Secretary Vince Dizon has outlined a series of immediate, medium-, and long-term solutions to enhance the EDSA Busway, aiming to provide commuters with a more comfortable and accessible travel experience.

On his first day as transport chief, Dizon took the EDSA Bus Carousel from Ortigas to Monumento to personally assess the system’s issues. Among the problems he observed were the lack of clear wayfinders at busway and MRT-3 stations, malfunctioning timers at bus stops, inconvenient railing placements, and broken elevators.

To address congestion, Dizon emphasized the need for a stricter bus dispatch system at the Parañaque Integrated Terminal Exchange (PITX) and Monumento Station. This measure aims to ensure timely departures, prevent bus stop overcrowding, and provide commuters with a more predictable travel time.

A key improvement under consideration is the construction of dedicated busway concourses to prevent passengers from mixing with MRT-3 commuters. According to Dizon, the ultimate solution—building separate concourses—could take between 10 and 14 months to complete. He noted that the SM Group has already donated two busway concourses, which will serve as models for future stations.

The Department of Transportation (DOTr) plans to bid out the construction of additional concourses in May, with work expected to begin in the second half of 2025.

Dizon also reiterated his commitment to experiencing the daily challenges of commuters by regularly riding the EDSA Bus Carousel. Looking ahead, he confirmed that the operations and maintenance (O&M) of the EDSA Busway will be privatized as part of long-term improvements. A feasibility study on the privatization is expected to be completed within a few months, with the contract anticipated to be awarded by the end of 2026.

The EDSA Busway has seen significant ridership, recording over 63 million passengers in 2024. In January 2025 alone, more than 5.5 million commuters utilized the system.
